Roof inspections have historically required observation either at the ground level from a ladder or from physically walking the roof. Most often the exterior roof will be inspected from ground level only and this is simply not adequate i am still shocked by what some of the less competent house surveyors miss to this day. Surveyors will do their best to inspect a roof space however when there s a thick layer of insulation on the joists and timbers are not visible it s sometimes not possible to do so.
